Colorado Apprenticeship Incentive Grant Notice of Funding Opportunity

Overview

The Colorado Apprenticeship Hub, under the direction of the Arapahoe/Douglas Workforce Development Board, announces $3 million in grant funding through the Colorado Apprenticeship Incentive (CAI) Grant. This funding supports the development and expansion of Registered Apprenticeship Programs (RAPs) and high-quality pre-apprenticeship programs across Colorado. Approximately 20–30 grants will be awarded through a competitive process, with individual awards up to $150,000.

Awardees will have the opportunity to work directly with a Colorado Apprenticeship Hub Consultant to assist with program development, implementation strategies, and sustainability planning.

Eligibility

Organizations eligible to apply include:

  • Employers
  • Joint labor–management organizations
  • Industry groups
  • Community-based organizations
  • Current or prospective RAP sponsors

Additional requirements:

  • Applicants must operate in Colorado and hire apprentices in Colorado.
  • Applicants without an existing apprenticeship or pre-apprenticeship program may apply to create a new program.
  • Existing sponsors or employers may propose expansion into new industries, occupations, or employer partnerships.
  • Registered Apprenticeship applicants not serving as both the employer and sponsor must document a partnership with an employer or sponsor.
  • Pre-apprenticeship applicants must document a partnership with an existing RAP and collaborate on program design during development or expansion.
How to Apply?

The Request for Applications (RFA) and accompanying resources — including sample templates and application planning tools — are provided with this announcement. Applicants should review the Request for Applications (RFA) and accompanying documents posted with this announcement. These attachments include resources such as a sample budget template and a full list of application questions to assist with planning and preparation.

The application period will run from November 1, 2025 to November 30, 2025. As part of the application narrative, applicants will be asked to address key program elements, such as strategies to reduce barriers to participation, build community partnerships, connect participants with quality jobs, and foster sustainability after the grant period. Additional application requirements and instructions are detailed in the RFA.

The Colorado Apprenticeship Hub program is federally funded with $6,000,000 through the U.S. Department of Labor. The Colorado Apprenticeship Hub Colorado Apprenticeship Incentive (CAI) is 50% of the Apprenticeship Building America, Round 2 funding provided through the U.S. Department of Labor in the amount up to $150,000.
